Moratorium on grade updates

On 31 December 2023, the moratorium on Order INT/316/2011 will come to an end, and with it the obligation to bring security installations into line with the UNE-EN 50131-1 standard, which regulates the security grades of equipment.

At the end of 2023, the moratorium on Order INT/316/2011 on the operation of intrusion systems will end, whereby only authorised companies will be able to install and maintain equipment intended to be connected to an alarm centre, thus guaranteeing its approval.

Facilities connected to an alarm centre, depending on the risk, must comply with the security level requirements, which include up to four risk levels depending on the activity to be monitored or protected.

Security levels

· Grade 1: low risk

This is where the security system is not required by any public body, is equipped with acoustic signalling, is not connected to an ARC and can be monitored directly by the user, both the alarm alerts and the images of the same.

· Grade 2: medium risk

This is aimed at small establishments and businesses that wish to connect to an alarm centre or, where applicable, a control centre. These are the most common in homes, shops and businesses.

· Grade 3: medium-high risk

This grade is aimed at all establishments that are required to have security measures in place. It is also intended for all those facilities which, due to their activity or other circumstances, are required to have a connection to an alarm centre or control centre, have a dual communication channel, have all their elements certified to grade 3, etc.

· Grade 4: high risk

This grade is intended for infrastructures with a high level of risk, such as cash deposit security companies or military facilities. They may or may not be required to connect to an alarm centre or control centres.

Hommax, specialising in grade 3 systems

All establishments that, in accordance with the circumstances set out in Articles 111 and 112 of the Private Security Regulations, are required to install an electronic intrusion alarm system connected to an alarm centre, must comply with grade 3 in accordance with UNE-EN standards.

According to the first additional provision of Order INT/316/2011, the establishments that must adapt their security systems before December 2023 are as follows:

· Gold trading establishments.

· Jewellers.

· Petrol stations.

· Service stations.

· Lottery administrations.

· Betting offices.

· Gaming halls (with more than 65 machines).

· Bingo halls (for more than 150 players).

· Mutual societies.

· Credit institutions.

· Private security companies.

· Pharmacies.

· Antique shops.

· Art galleries.

· Museums.

How are security systems certified?

It is clear that manufacturers should not be responsible for certifying their own security systems.

The standard that establishes the requirements for all aspects to be taken into account in the certification of a security system is EN50131. This requires manufacturers to subject their equipment to very demanding certification tests carried out by laboratories approved by the European Community.

Why should security systems be certified?

One of the main objectives of this standard is to make security systems increasingly reliable. This is because the tools and technological resources currently available to criminals are becoming increasingly advanced.

On the other hand, and in line with the previous objective, the second objective is to reduce false alarms.

Finally, it is important to note that, when the moratorium ends, public administrations will be able to impose heavy financial penalties in the event of an inspection. In addition, Grade 3 systems are often required by insurance companies due to their high reliability.
